Jarrod is a criminologist, educator, and international speaker with a Doctorate in Criminal Justice and more than 20 years of law enforcement experience specializing in human trafficking, transnational organized crime, homeland security, counterterrorism, and counter-narcotics.

His work is grounded in field research. He has conducted human trafficking and organized crime research throughout the United States, Central America, and South America, including interviewing incarcerated human traffickers and engaging with law enforcement and other stakeholders on the front lines of exploitation globally.

His research has taken him to prisons and vulnerable communities in the U.S., Central America, South America, India, and Thailand.

He was a guest of INTERPOL and the National Police of Colombia while conducting research on human trafficking and narcotics trafficking.

Jarrod testified before Congress multiple times, including on November 14, 2023, July 9, 2024, and June 30, 2026. His testimony has addressed human trafficking, the trafficking of unaccompanied migrant children entering through the Southwest Border, and failures in federal processes intended to protect vulnerable children.

In September 2026, Jarrod was invited to speak at the United Nations 15th Congress on human trafficking.

Jarrod served 26 years with the U.S. Coast Guard and Department of Homeland Security, including service as a commissioned officer and law enforcement supervisor overseeing international maritime interdiction operations. He was awarded the Coast Guard Reserve McShan Inspirational Leadership Award and have received the Coast Guard Commendation Medal, Global War on Terrorism Service Medal, and National Defense Service Medal. He was also recognized as the City of Sunrise Police Officer of the Year.

Internationally, Jarrod has trained law enforcement and government organizations on human trafficking, homeland security, organized crime, and counter-narcotics. He has also served as a consultant for the Global Initiative Against Transnational Organized Crime and presented to international intelligence professionals from over ten nations in Europe on domestic terrorism.

Jarrod teaches criminal justice at multiple universities and has published more than 200 articles. His research has been cited in the United Nations Office on Drugs and Crime World Drug Report and featured in international media.

His mission is straightforward: turn research and frontline experience into action that strengthens law enforcement, informs policy, disrupts criminal networks, and protects those most vulnerable to exploitation.
